Trump writes Putin a letter, pushing for stronger dialogue and resumed 'cultural exchanges'

The letter to the Russian president and his administration was delivered in Moscow by Sen. Rand Paul, R-Ky., who became the eighth Republican senator to visit Russia in the past month.
